Katie Leonard is an Adjunct Assistant Professor in the Department of Studies in Justice, Culture, & Social Change at the University of Minnesota Duluth (UMD). She holds a B.A. from St. Catherine's University (St. Paul, MN), an M.A. from the University of Minnesota Duluth, and a Ph.D. from the University of Maryland College Park. Katie has over two decades of experience in criminal justice policy implementation and evaluation. Her work focuses on translating research into practice across law enforcement and corrections systems — with specializations in police stop analysis, use of force review, and evidence-informed public safety reform.
