Description: This talk will discuss Duluth’s conduct of its sister-city diplomacy over the past four decades. Its primary focus will be on the manner in which this effort at community engagement in international affairs was initiated and conducted during this period. Consideration will be given to the several types of initiatives that were pursued and their consequences. Special attention will be directed to the evolution of the community’s linkages with Petrozavodsk in Russia and how this relationship has been shaped by both local and external forces. An effort will be made to explain what lessons can be learned from these undertakings of diplomacy at a local level and what may be the current and future challenges encountered by any municipality desiring to build and maintain connections with the broader global community.
